Following up on what everyone's saying, his character's first name was changed to William in the WWF when he joined late in 1998.  I don't know if it was ever explained anywhere, even in kayfabe terms. 

Though there was a Steven Regal in the old AWA promotion in the 1980s and sometimes Vince McMahon has a stick up his butt when it comes to wrestling characters having the same first names.  And as I'm typing that its dawning on me that if I'm going that route, of course with Stone Cold STEVE Austin in the company, that probably was a factor as to why STEVEN Regal had to change the first name of the gimmick. 

Anyway, yes he had the "Real Man" gimmick when he arrived, but that didn't last too long as he was soon shelved due to either an injury or some substance abuse issue (he's struggled with that often in his career).  And came back properly a few months later as a continuation of his old WCW gimmick.

WCW folded in 2001, so Regal was long gone by then.
