What is the best way to sell high value cards on Ebay? What happens if the purchaser claims the card never arrived, or falsly argue the card is not in the expected condition? If the seller accepts returns, there is a chance it does not come back in the same condition it was sent. I am considering selling a high value 1/1 card, but if I do, I want to do it as worry and hassle-free as possible! I thought about going through a consignment company like PWCC, but I hesitate because I have a minimum price in mind that I would accept and I don't think I could do that sending to a consignment company. I would prefer to keep the card than sell it for less than my minimum.

Some quick thoughts.
Tracking or Registered will give you evidence of receipt.
This is one instance where grading might come in handy. Not for the grading but for the hermetic sealing and protection of the card. They can't argue condition.

Always tracking on any cards over $25 and depending on value, insurance.

I tried that on ebay once and the outcome was not good. I had a buy it now price on a World Series relic/auto numbered x/50. I started the auction at what my minimum was for that card, I think it was $75. A person sent me a message and asked if I would take $5 for it. I said no. He sends another offer of $15 and I said no. He then goes ahead and buys it for $75. I sent with tracking and insurance as others have mentioned here. After receiving the card, the person sends me a message and said something was wrong with it and he would be willing to pay $15 for it and wanted me to refund him the difference. I said no so he filed a claim with ebay saying it was damaged and I then had to pay for him to ship it back to me. I got the card back and there was absolutely nothing wrong with it but I got stuck with shipping.
C2 is right about grading. Really hard for someone to tamper with the card.

Depends what you mean by high value I guess. I sold a $50 card on eBay charged $4.99 S&H put the card in a penny sleeve and a top loader taped it with blue tape wrapped it inn bubble wrap and shipped it in a bubble mailer using eBay to purchase postage and print shipping label. No issue other then mail hiccups, the tracking was messed up but it worked out fine. The buyer was happy I was happy all good. I do think you might run into scammers every once in a while but you run that risk in any sale/trade regardless of where it happens

For that price I would check with dealers first. Tell them what you want and see if they'll pay.
I don't remember what the income minimum is but for a card that price eBay may file a 1099 misc with the fed government and you'll need to pay income tax on the profit.
As for scammers, I've done a lot of sales and very rarely had an issue I'd avoid selling to people with very few ratings and if some low balls you hit then buys I would be hesitant to sell to them as well

At that level ebay will require you to ship with signature confirmation. Probably also best to ship priority. The ebay offered insurance will only cover up to 1K. As mentioned before, getting it graded will ensure both you and the buyer know what to expect.
I have noticed only recently that pwcc and probstein both offer fixed price offerings aside from their start at 0.99 auctions. Comc would also be an option if you wanted to go through a house. I have never sold through any of them.
Shipping with insurance and priority will be ~$25 at the level you are talking so factor that in to your listing.

I do think at $1k that eBay would report the sale to the IRS and probably your state as well
