For standard Topps Now that is correct. Some of the special sets (like these ones) have a guaranteed parallel so there are a limited amount available.
I continued what I have done since 2018 and gotten one of each team (technically did in 2017 as well but needed to sell most of those when an emergency came up).

How the F did Tigers and Royals sell out ahead of Yankees and Red Sox? I understand everything said about parallel numbers, but geeze, what a ripoff.

The Tigers and Royals both had a max PR189. The Yankees have a max PR2089 and the Red Sox have a max PR567. (Surprised the Red Sox aren’t sold out, but I guess the demand for their current roster is low).

I got on the site about 7;00 / 7:15 (CST) last night to order a Royals set. Disappointed, and surprised, they were already sold out.
I was, like a previous member said, under the impression they printed per demand, like the Topps Living cards. Guess not anymore. I don't card about an auto or parallel card, although autos are always fun. Maybe I'll find a set on eBay in a couple of months.

It took me a year of patience, but I picked up the 2022 Orioles RTOD set just this weekend at a “reasonable” $25 because I missed out for the same reason last year (last year the Orioles sold out in less than an hour). The Orioles sold out because of the high demand/speculation on Gunnar Henderson and Adley Rutschman. I feel your Royals sold out because of the low PR. So you may be more likely to find a parallel free set for a reasonable price sometime soon. Fingers crossed for you.

And someone, somewhere, felt a Teams run of less than 200 was ok? I'll get over it (and maybe try ebay in the future). But selling out in under 24 hrs grinds my gears.
