Hi, I'm looking for the best pages to store heritage mini cards. They are 2" x 3". They obviously fit in the normal 9 pocket pages but they are too loose and I'm afraid some cards could slide out a bit and get damaged. Are there better pages for these cards?

They came out with pages for them a few years back.  I remember a blogger (Night Owl maybe?) requested them and finally got them made.  If I remember correctly, they were still 9 pocket, but more snug.  I don't know if they still make them or not.  I still use the regular pages for anything the size of Topps Mini or larger.  Anything smaller than that (think Topps Stickers or Bowman Chrome minis from the early 2010s), but bigger than tobacco sized cards, I just penny sleeve and store in a box. 

go to BCW sports collectables. They might have what you are looking for because they have pages that hold what are called the tobacco cards in the Allen and Ginter sets.  Which are about the same size you listed for the Mini topps Heritage.  they hold about 20 cards per page. 

Allen & Ginter cards are more narrow.

I picked up some pages made for holding business cards that might work. I put the OPC Mini hockey cards in them and they worked fine. A standard business card is 2"x3.5".

Ultra Pro makes some sized for 2-1/4 x 3-1/8. Looks like they're out of stock right now though.

Another approach may be using an insert sleeve.  Something like this would get you close.  The width of the insert looks good, but the height might put the top edge of the card near the top edge of the sleeve.  Something to consider, but might be worth an attempt.
