Not sure what this is other than it's from 1990. Any ideas who made this set? 

It looks homemade to me. That's just what I see without research.

Looks like a homemade junk creator trying to capitalze on both Ryan's early 1990s popularity and the "Bo Knows" Bo Jackson Nike campaign craze =;)

It is what we called a 'Broder' back then, named for Rob Broder, who was notorious for making unlicensed cards. Although by 1990, many were not made by Broder himself. Some of these are cool if you are a player collector, but basically valueless and not part of a set.

Yep. This is an unlicensed card made by a fan or someone trying to copy the "Bo Knows" 1990 Score subsets.....  

Not bad for one of these cards though. I've seen licensed product look worse.

I have a couple of cards like this. Micahael Jordan and Nolan Ryan were the focus of the set.
