He was known as "Texas Terry" so it is well-known that he was born in TX. Are you sure the cards are listing NC spots as birthplace and not "Lives In:" or "Residence:"? Many cards in his era told where someone lived then, not where they were born. Most NASCAR drivers move to NC at some point to be closer to what they call their home during the long NASCAR season.
For example, Ryan Blaney was born and raised in High Point, NC. But his father Dave Blaney was from Ohio. Dave moved to NC during his NASCAR career to be closer to the center of the NASCAR world. On the flip side of that, Chase Elliott was born in raised in Dawsonville, GA, just like his dad. Bill Elliott became a pilot so that he could keep living in Dawsonville and just fly himself to NC or anywhere else he needed to be for a NASCAR race.
