on the front of this card it has white circles on his shirt  Left arm bottom right of card has the largest white circle.   Could someone tell me the value of this card  

Welcome to the site! I believe those are called print bubbles and they were fairly common back then. I don't think you'd get much of a premium over a regular base version, especially for a card from one of the hobby's biggest overproduction eras, though some folks do like to collect stuff like this.

The ink bubbles, commonly called fisheyes, are a printing defect. If anything they decrease value.
When it comes to graded cards they affect grade.
