I don't think that's necessarily true, Ed.
If the cards cut from the sheet would be indistinguishable from some other issued individual cards, then the ones cut from the sheet would not get their own listing, for sure.
If the sheet was designed to not be cut up, for example if the printing on the back was not related to the image on the front, then the cut pieces would not be listable as cards. (The first example I can think of to illustrate this condition is the Finish Line Commemorative Sheets where 'cut cards' would be blank backed and not listable.)
If the sheets are perforated, then the separated cards are listable; but I don't think that not perforated would inherently make them not listable.
Looking at this sheet on eBay, I'm thinking that the cut cards are listable. If the intent was that the sheets would be kept whole, why would they have printed "Promotional Sample" on the front and back of each card? Wouldn't it be just splashed across the whole sheet?
That's my take on it anyway.
