I'm leaning towards Mike Blowers but I haven't done a completely exhaustive examination. (Only a partial exhaustive examination and then i was caught lollygagging as I do).

I was also thinking MIke Blowers. I looked at Blowers' other cards from that time frame. The 1990 Donruss Blowers looks a lot like the guy on the Ultra Hawkins card.
