Does the uncut sheet of these stamps need to be added to this set?

Add them under "Inserted and Related Sets".

There is no actual postage on them (at least from what I can see) so they are not real stamps, but a set distributed to look like them.

Produced by Chris Martin Enterprises, the same card company that made the Pro Tags, Dog Tags, Pro Mags.  They weren't inserted into anything, they were separate release. They are stickers that came in packages of it was either two 6-stamp panels or one 12-stamp panel, I can't recall exactly. I just recall not having an interest in them and not buying any.  They also produced sets of NBA, NHL, and MLB Pro Stamps.
