I have a complete set of the panels, was wondering if they should be added? Just curious,

I will research ore and see, I purchased a lot of the panels and took apart the ones needing scans here.

It looks like they were issued as panels.

Yes, they were issued in 6-card (plus coupon) perforated strips..

Then, yes, they can be listed as a parallel set.
