Stephen states in the initial post that the "set" has well over 8,000 cards. You seem to have missed that right off the top.
If you looked at any of the sets in this, or read the trivia section, you would gain a better understanding of how this group of photo-cards were released. If you went to one of the sets that has more than 10 cards, you'd see how they were included in multiple "packs", yet there is no indication on the cards themselves as to which pack they belong to (or to which card within the pack it is).
This was a very difficult set to figure out how to list here - based on the TCDB rules & guidelines for listing sets. Four of us tossed about ideas on how to truly capture all the data about these cards, yet present it in a way that would be helpful for members to use if they happened to have any of these photo-cards in hand. Given the fact that there are 8,400+ cards and the only marking on the cards themselves in the person's name (no card number, no year, no "pack" number), the only way for someone to have half a chance of finding their card would be to go to a set named for that person. We considered at least 2 other methods:
1 - Listing every card in one comprehensive "base" checklist (but having it be over 8,400 cards we figured no one would be able to navigate the set, plus if any additions or variants were required, maintenance of a set that large wouldn't be doable)
2 - Listing it by year, with the "insert sets" being the packs (but with no numbers, no years, and no pack markings on the cards themselves, if one had, for example, a Greta Garbo card from this set, there would be great confusion as to where to find that particular card (which year? which pack?), if it was even able to be found.
This set was not added this way because it was ideal. In fact, that was my biggest lament as we were trying to decide how to list it, "There is no way to positively identify a card within this set (provided there is more than one card of that subject)".
As far as I know, there is no other set on TCDB like this. We did the best we could do with it.
I would sincerely appreciate in the future, if anyone has issue with the way a set has been added, that they express in their post about it their alternate solution instead of simply "why is it like this?"
