There are also insert sets like some of the early/mid-90s Fleer ones where the first 10-12 cards are inserts and the last 3 were available through a mail-in wrapper offer, so instead of splitting those off, we just combined them into one insert set and marked the last 3 as "EXCH". It depends on the set, I guess. If it's only a few cards from a mail-in offer, they're usually just put into the base checklist. If it's an entire set available from mail-in, like a "Rookie Exchange" type of set, then it gets its own set under "Mail-In".
Looking at the set above, I remember fixing the Skybox one a few months ago where the Barkley and Richmond cards were separated out and we ended up merging them into the base and insert sets and marked them as "EXCH", and it seems like the same should be done here.
Just curious and I don't recall, anyone know why Barkley and Richmond were only available through mail-in on Fleer, SkyBox and UD and not included in the regular sets?
