How do junk wax base card values compare to modern base card values. How many junk wax cards is fair to give up for 1 modern card?

This is like the 'common card' thread stared earlier. When you say 'give up', if you are talking about cards to swap in a trade, the answer is whatever the parties deem is fair to suit their wants. Value is a subjective term and can mean many things; these type of questions are very generic.

What do you think the average collector would value them.

You are lucky that the swarm hasn't hit you yet about the term "junk wax"! Many collectors do not like that term. Base cards from the late-80's to mid-90's would be about 5 cents per card at best. Some of the premium products would go as high as 25-50 cents per base card. The basic Topps, Fleer and Donruss cards would really just be about a penny or two each. Give some examples and you might get some different answers, but I doubt it gets better.

Alright I appreciate it. The question is mostly about 1990 score football.

If we talking about a 1990 score common and say a 2023 score common in football I would personally say they have about the same value (which is next to zero). From a monetary standpoint neither are worth the cost to ship them. If I were trading with someone to compete my collection I would probably treat them as even.

Ouch! Besides Junior Seau and Bill Romanowski RC's, there was not much to be happy about with the 1990 sets and Score was the least valuable one that year. Andre Ware and Barry Foster were decent RC's that year since they also made the HOF, but nothing gets more than about a dollar per card. Sell the whole set as a lot instead of individual cards or you will get stuck with a bunch of cards you don't want and can't move otherwise. Just my honest opinion after about 40 years of collecting cards.

I want to keep the set because I like having finished base sets, I was more asking how many they are worth if others are collecting a base set. For example: I trade 30 1990 score for 15 2015 score

In my experience, if the commons are deemed of minimal worth then one could trade them one-for-one for other commons deemed of minimal worth. Base cards from the 80s - 20s, excepting some particular HOF or upcoming stars, seem to get swapped easily between years. For fellow base set collectors, I bet you could swap those 90s football for 15s football one-for-one if you wanted to since they're trying to collect that set themselves. However, if you send a little more it probably takes the edge off the situation. The other collector could counter if they disagree, of course.
