Panels or singles as the base set?

In general, I've seen singles as the base set and unseparated panels as a parallel. I'm working on checklists for both for the 1937 Kellogg's Pep Sports Stamps and for that set in particular it seems like panels should be the base since those are numbered (1-24) and the individual singles are not and will all be NNO. Thoughts?

The singles are base. They're perforated and were intended as singles. Also, each panel states "Set #". A set is a collection of singles. ------------------------------- *Someday my cards may double in value and then be worth half of what I paid for them.*
