It's possible that both are true. It could have arrived back to Donruss too late to be added to the packs and therefore went into the Vault. Then it got put into the secondary market when they sold the vault to whomever.
But, I don't see them sitting on that card OR the other 3 in your link for so long. I'd almost bet that they randomly put them in other products later that year. Since there is a 2001 and a 2003 set of those, it's possible they just put the 2001 cards that arrived too late for 2001 products into 2002 products without releasing the info.
Donruss had just gotten back into producing MLB cards in 2001 after losing their license for 2 years. That might have had something to do with it as well.
