Both are 1969 Topps. One is pink and white. The other is peach and off white.

Based on previous discussions on this particular set, no, as it's simply a quality control aspect of the printing process.

It comes down to opinion. Topps used different printers, and there are differences in back color found in several sets in the 60s and 70s, I have a friend who would consider them variations, so it's not cut and dry.
