Not a very practical thing to do, and above all MLBPA wouldn't stand for that.
Also, there's a wrong assumption that the entire team participated, especially that the stars were part of it. It's been insinuated since the outset and even Houston radio broadcasters imply that players have used this to gain multi-million dollar contracts - and they never say the player's name, but everyone knows who they're talking about. Just need to look at facts (stats) and stop using emotions to determine guilt. As my daughter always said, "Haters gonna hate", and I'm adding, regardless of facts.
And don't take that to mean that I'm claiming the Astros didn't cheat. It's been proven that they used technology inappropriately and they've been reprimanded for it. But to start naming players when that's not been part of the released report is simply conjecture or wishful thinking.

I do6nt think there was implying all players were involved. I do believe the report even says that. If they wanted to go after players I think it would be difficult to nail down every player that was involved. It'll turn into the steroid scandal with finger pointing and innuendo.
They cut the heads off, those that knew and did nothing. Rumblings about the owner getting off easy, so we'll see what happens to the Sox owner, especially as a second offender. Beltran is now paying the price as the veteran voice that let it happen. Cora will not see the field for a long time, if ever again.

One involves cheating to try and get an edge on winning, the other involves cheating to lose and get paid for it.

I agree with Indians pitcher Mike Clevinger who’s been on Twitter saying this is worse than steroids. And if Altuve really was wearing a buzzer (I believe he was) I can’t really think of how it could get worse?
